What is a General Permit?
The General Permit enables people to have access to Recreational Areas on Aboriginal land, whilst ensuring that landowners conditions and requirements are met. The Aboriginal Land Act NT 1979 requires all individuals to have a current permit. Note: You are required to purchase an additional Special Permit to visit some Recreation Areas.
What type of General Permits are available?
There are 4 types of General Permit:
- Annual Permit for families (includes two adults and any dependants under the age of 18 living at the same address). Individuals over the age of 18 living at the same address are required to obtain their own permit.
- Annual Permit for individuals over 18 years of age
- Visitor Permit for individuals valid for two months
- Short Stay Permit for individuals valid for 7 days
Note: Annual General Permits are valid for 1 year from the date of issue.
How do I get a General Permit?
Permits can be applied for and collected at the Dhimurru office located on Arnhem Road, Nhulunbuy. Dhimurru office hours are 8:30AM-12 Noon and 1PM-4PM Monday to Friday excluding public holidays.
Application forms can be filled out and emailed to permits@SPAMBUNGLERdhimurru.com.au or faxed to 08 8987 3224. (To email remove SPAMBUNGLER)
Do I have to display my permit?
Holders of Annual General Permits will be given a sticker to display on their car. Permit holders are required to carry their permit when visiting Recreation Areas.
We live in Nhulunbuy and already have an Annual Permit for our family. We have family visitors arriving soon, will they need a permit?
All individuals are required to obtain a General Permit. This means for example that even if the Brown family has an Annual General Permit and a permit sticker is displayed on their vehicle, when other Browns come to visit they are required to obtain their own General Permit.
Do children have to obtain General permits?
Children's (under 18 years) permits are free of charge but note; children are still required to have a current permit.

Where does revenue raised from permits go?
Permit charges are levied as a payment for entry they are not a payment for services.
- Income from permits goes directly into the operations of Dhimurru. Most permit income is not paid as dividends to members. Thus revenue raised through the permit system is used to further Dhimurru's constitutional objectives.
- Permit revenue covers a lesser portion of Dhimurru's costs and Dhimurru relies heavily on sponsors to fund projects and operations.
- Major sponsors include: Rio Tinto Alcan Gove, Aboriginal and Torres Strait Islander Services, Gumatj and Yirrkala CDEP, the Aboriginal Benefits Account, the Indigenous Land Corporation, World Wide Fund for Nature, the Natural Heritage Trust, the Threatened Species Network, Humane Society International, and the Northern Territory Parks and Wildlife Service.
