SEA COUNTRY

Dhimurru has recently developed Yolnguwu Monuk Gapu Wanga Sea Country Plan - A Yolngu vision and plan for sea country management in North-East Arnhem Land, Northern Territory.

Dhimurru is very proud to be launching our Plan at the Garma Festival, 5 August 2006.

Background to the Sea Country Plan

The Dhimurru Sea Country Plan brings together many years of Yolngu thinking about Sea Country and captures the vision of the current generation of Yolngu. The Plan:

  1. Lets everybody know what sea country means to Yolngu and explains how Yolngu look after sea country, both in keeping with traditions and through contemporary work at Dhimurru.
  2. Makes clear the concerns Yolngu have for their sea country and its management.
  3. Suggests to others with interests in Yolngu sea country how Dhimurru can work collaboratively for sustainable management in ways that respect and acknowledge Yolngu rights and interests and those of other users.

From planning to implementation

Our plan searches for ways to promote productive respectful working partnerships and interactions with other users of our sea country.  A highly successful workshop in Nhulunbuy of landowners and others with a role to play in the management of our sea country began to identify the kind of support and partnership that could be available to support the plan.   This in turn has been followed up with further discussions and negotiations. Dhimurru are very pleased with the goodwill, support and constructive assistance we have received.

Implementation

We have chosen to negotiate an extended SRA to implement our sea country plan.  We see this as an opportunity to work towards a ‘whole of government’ approach and align with the proposed schedule Healthy Country Healthy People – Supporting Indigenous Engagement in the Sustainable Management of Land and Seas of the Bilateral Agreement between the Northern Territory and Australian Governments.

Such an agreement will recognise our rights and responsibilities, including the work we currently contribute to marine resource management which benefits all Australians, including our people. The SRA also formalises and streamlines the commitments we and others can make, with help, to further sustainable marine resource management.
